The MC14538 is a Motorola dual retriggerable one-shot.  I no longer do
hardware design so I gave away most of my data books.  A one-shot is
triggered by the ignition pulses to energize the fuel pump relay and
keep it energized as long as the ignition pulses continue.  The other
one-shot probably determines the fuel pump relay cutoff frequency of the
ignition pulses.  This would be easy to figure with the part data sheet.
