	I got the originally submitted circuit to work by connecting it as follows:

		   |   LM3914
		 GND
+12v to pin 9=bar display.
pin 9 disconnected=dot-one LED at a time.

Simply adjust the 5k pot so the reference voltage is 1v at pin 6. 
Connect 12v, GND and the lambda sensor(O2) and you're ready to go.
