I have had to stop a few times for SP pass blocks, when the conditions were 
at there worst.  Every time it has happened (in WA, OR, and CA) they have 
all looked for the same thing:  chains _or_ 4WD with M&S rated tires. 
  Never carry chains... never will ;-)   ---JCG
