Winter fuel effects?



OK.  So you can reasonably expect a decrease in mileage on oxygenated winter
fuel blends.  I can accept that.  (I don't like it but I can accept it.)  A
10% to 15% decrease in mileage seems to be a rather high penalty.  :-(  Oh
well...

Do these oxygenated fuels change the effective octane rating of the fuel? 

My organic chemistry background suggests to me that it should, but...  

My '89 200TQ with (HIGH boost - up to 22 pounds or 2.4 bar - mods) has been
running roughly when the boost levels get "way up there" for a couple of
weeks now.  I can't give an exact date when this started, but about the
first of November seems about right.
