The owner's manual states the purpose of having unheated air available.
It says that it allows the driver to direct cold air toward the face
to prevent drowsiness ... I'll bet -70F air would really wake one up!
The solution to the problem should be to use the flap to modulate the 
amount of air coming out of the vents (or just plain shutting them off!).

I actually preferred the '78 Fox, where the cooler air came out of the 
vents adjacent to the doors, rather than the newer car's (if you can call
'83 new) cool air out the center vents.  I think the '83 is that way so 
you could use the door vents as a defroster on the windows ....
