Wheels - Can they be fixed with confidence???

The wheels on my 86 4kCSQ are not up to par (i.e. round).  They have two
flat spots on them from unexpected potholes.  They are in use daily (not
that much damage).  The damage is not noticable unless spun on the
balancer and a reference point is used.  

My question:  Can they be repaired?  I have found a shop that will repair
them, but tempered metals are sensitive to being messed with (according my
Materials Science profs).  Has anyone had this type work done?  Anyone
have or know of good wheels for less than $100 each (repairs est at $125
per wheel).  

Clarification:  Two wheels have flat spots - one on each.
