S4 chiptuning turbopressure

I have S4 Avant 1992 model bought second hand from Germany this 
summer. I bought a MTM chip to give 264 hp (std. 230hp) and a torque 
of 390 Nm (350) at 1.3 bar ato turbo pressure (1.0).

TURBO PRESSURE
As You guys probably know MTM (Motoren Technik Mayer) is run by 
Roland Mayer who was previously working as head of engine design with 
Audi and this chip is to my knowledge also used as basis for similar 
chips from SMS and Nothelle.

My problem is that I do not get more than 1.1 bar on 1'st and 2'nd 
gear and therefore not full power, while I get the full 1.3 bar on 
3'rd, 4'th, 5'th and 6'th gear. 

Have anyone of you guys experience with this chip and know how to get 
the full boost in all gears?

SNOWTIRES
I have the following comment after driving 500km on snow and ice last 
weekend in Norwegian mountains (on the roads that is.......).
I drive on Falken Espia 5E 225/55/16 which performes great on snow, 
dry ice and wet ice.  They are quite equal to Blizzak which I had on 
my previous car, a Subaru Legacy 4WD Turbo.

On dry roads these tires are by far not up to the standard as the 
Dunlop SP 8000 245/40/17 which are giving much better control of the 
car. (these are however useless on snow and ice)
