I have also seen this same series of attempts to clear up the problem a
couple of times.  Once the on-car dynamic balance worked..one time it
didn't.  Both turned out to be questionable hub-centricity...banged up and
mishandled factory wheels and "just-not-right" aftermarket alloys.  Both
were cured permanently with grinding and hub inserts.....not real cheap,
but cheaper than new wheels.
