Watts don't equal light output unless you are comparing identical bulb and
filament architecture. Watts are like fuel economy, it's how much you are
consuming. Light output, usually Lumens, can vary dramatically for a given
wattage, depending on the type of light source. Think about the light output
of your 40 watt shop light tube versus a 40 watt incandescent. Incandescents
are a pretty inefficient light source.
Best example of lighting efficiency is the new Xenon lighting you see on the
5 and 7-Series BMWs and the new E-Class Mercedes. Huge light output,
relatively low power consumption. (also hugely expensive and really wierd in
the color spectrum - bluish white light)
