I wondered the same thing, but in my manual (1990 Coupe Q20v), it
mentions "Front fog lightS" and "the rear fog LIGHT". There is only one,
and it's on the driver's side. The bulb-holder circuit board for the other
side has a spot for a bulb, but no wiring. I wondered about extending
the wiring from the left-side to the right, but looks like from your
experiment, the right side is always powered. I wonder why just one
rear fog light, though? Maybe the assymettry makes it more noticeable
in the fog? I dunno...
