Yes, it probably does need to be replaced, but try spraying "belt 
dressing" on it and adjusting it's tension (again).  This has been 
working for months on my El Camino's alternator belt (after I bought 
the "correct" belt and found it to be 1/2" - 1" too short).

Are you sure it's the belt that's squealing, though?
