forces of fog

Does anybody have an idea as to how bright the rear fog light usually is on
most cars, prefereably in mcd/cd?  What's the so-called viewing angle(ie
intended viewing angle?)
If any of the scientific type here could fill me in on the relationship
between candellas and lux?

Also, if someone could tell me what would produce 13,000 mcd(ie what kind
of bulb, etc.)
