Sorry if I've been beaten to the punch.  The center vent IS outside air 
vented straight in.  It's so you can blow cool (or COLD!) air on your 
face while your toes stay crispy.  Keeps you awake at night and allows 
you to keep the rest of the car warmer.  We did this thread a coupla 
months ago if you want to look it up in the 'chives.  There's nothing 
wrong with your car.  It's just German.
