wastegate spring adjustment

Mike,
IMHO the best way to break loose screws/bolts etc. that have been sealed
with loctite (particularly the green type) is to use heat. This is from experience
in a manufacturing environment. The heat softens the loctite, allowing the
screw to be turned easier. Often what happens if heat is not used is the
head/socket strips.
Leaving the cap bolted down and using an impact driver is kinda tough to do
with the engine in the car, since the wastegate is so close to the firewall.
An impact driver would be helpful, but not all of us have impact drivers,
and heat allows the fastener to be removed with ordinary tools. YMMV
