20v cold starts

My brother has 86 4kcsq and has rep[laced the engine with a 20v from a 1990
coupe quattro. All is in order except that the car refuses to start when the
temp is below 30f.
        All components are hooked up including NTC/G62 and throtle
potentiometer but the idle switch is not attached. could the idle switch be
what is affecting the cold starts. 

any help would be appriciated.
