I had a similar problem with the CC on my 1990 Coupe Quattro. Fortunately
the answer was very simple. Someone in the passenger seat had moved their
foot under the lower part of the dash and pulled out one of the vacuum lines
(below the glove compartment) reconnecting the line solved the problem.
I noticed the condition because the recirculating flap didn't make the
usual "thud" noise when the CC is turned off.
