This is not true for all of Europe. At least in Germany emergency response
teams with helicopters are available. With so many cars equipped with mobile phones it's no big deal to call 110 and get a helicopter if the weather permits.
Second , in Germany a first aid training is a must to get a driving licince.
The main problem in my view is , that nobody cares if they see an accident.
I would estimate that 95% of the drivers just drive by and don't bother to
stop and help.
