Weird Light interaction

As my son left the driveway with his 4KCSQ the other night,
I noticed a dim glow come from the front RH parking light as 
he applied the brakes.

I had a chance to drive the car today. I also noticed that the
RH signal light blinked rather fast (usually the sign of a 
burned out bulb). However, the signal light blinking rate
slows when the brakes are applied.

What goes on here? Do I look for a bad ground, or is there
a crossed wire somewhere in the wiring harness?
