Why?
The idea of having only one is to enhance the visual contrast effect of the
brake light on the other side.
Take a look at a car in front when the brake lights go on. Because both of the
increased wattage of brake lights versus rear lights, and also because the
brake light reflectors and prisms direct the light more intensely, the brake
lights are _MUCH_ brighter than the rear lights. This sudden increase in
intensity is what grabs your attention when the guy in front brakes.
Now switch on a one-side rear fog light. You lose this effect on that side of
the car. Indeed, on some cars with two rear fog lights, it's hard to tell when
the brakes lights are on at all.
This was heavily debated in Europe around ten years ago. In some countries,
double rear fog lights are illegal.
On most Audis, the "other side" isn't even wired. You'll probably need to get
a new insert for the light cluster from a country that drives on the other side
of the road. Get a couple while you're at it, because you'll seriously
increase the chances of being rear-ended by someone who doesn't notice you're
braking.
