Or usually any dealer.  They can somethimes get financing when your bank says
no way... and will often beat the rate your personal bank would give!

If you are financing, it's a negotiating advantage to have an independant loan
lined up, negotiate cash with the dealer, then once the price is agreed,
just try something along the lines of "BTW, my bank is charging X%, can
you beat that?".  Usually there is some commission for the dealer and they
can make a few more $$$ on the deal!
