Similar problem here in my '88 90.  The fan does not work on the first 
speed setting and works occasionally on the third speed setting.  Works 
fine on the second and fourth.  

I'm thinking dirty contacts in the fan speed control switch, or possibly 
a bad switch.  If the speed control is bad, that might be expensive.  It 
appears that, according to Bentley, the speed switch, heater rheostat, 
and the air flow controls are incorporated into one unit; i.e., the whole 
unit might have to be replaced in order to fix the speed control.  ;(

...I'm gonna go in there and clean the contacts on the speed control 
switch and see what that does.  ;)
