turbos at high altitudes

yes, this was my assumption as well: that at sea level, the turbo has
excess capacity and this excess is bled off the wastegate.  at higher
altitudes, all it means is that the wastegate opens later (if at all),
thus maintaining the same inlet pressure, though boost would take
longer to build up.

if this is wrong, tell me where the wrong assumption was.
