Not uncommon on the rear... the cam gets water in it and corrodes so the 
arm doesnt return. 
Dont go for a new one.. you'll go broke. You can easily get a working one 
for a few bucks at a yard. Rumor has it there is a rebuild kit available, 
but I just replace them.
