Hella aux low beams

Got a question for y'alls,

My friend and I want to improve the lighting on our (future) quattros.  
I've been looking at the hella broshure which has good info, but doesn't 
say anything about if their lights are street legal.  I know the Hella 
XL's are designats as aux low beams, but what about the 500's, or the 
rallye 1000's.  Would either of those be street legal?  If it matters, I 
live in washington.  Also, I want to put fog lights under the bumper 
too.  Is the law that says you can only have 4 lights on at a time still 
in effect in this state?

'nuther question.  My dad has stock (bosch?) fog lights on his '85 
4000s.  The accessories broshure from '85 states that you can only put 
fog lights on the 4000s and coupe gt.  Is this true?  Is there something 
behind the grill under the bumber on the 4Kq's and 5k's that prevent 
mounting a fog light?  I hope not.
