Yes, the '91 200 TQ has a 20v turbo with 217hp & 228lb-ft torque.  

I don't know what real-world mileage is like for the V8, but the EPA lists 24mpg highway
for the  '91 200 Quattro and 18mpg highway for the V8.  In the case of my '91 200 
Quattro I've been getting about 19mpg, but I haven't been on any highway trips.  

That certainly seems like a low dealer ASKING price for a car with 88K miles.  I 
drove a silver car at a Seattle dealership that had about 88K on the odo, but the car 
actually had 106K miles because of a replaced dash.  The dealer I was at was very
up front about the car having 106K miles on it, they had that in their newspaper
ad and told me why the odo looked different in the car.  They were asking
$13,995. The high book on that car is (or was in December) $18,850 before
taking money off for high miles.  In the case of the 106K car that was taking
$2975 off of it.  Let's hope you're not looking at the same car.  

I like the '91 200 Quattro, and I like it, but I've never driven any of the 10v turbos or
a V8 for comparison.
