Yes, the steering wheel needs to be removed. To get the horn pad off it
takes a good tug, this will expose the nut that holds the wheel on. I am
unsure of the torque spec when reinstalling. The steering column cover
must come off with two screws. This will expose the two screws holding
the instrument cluster in. Once these are removed the instrument cluster
will slide out and needs to be unplugged. I remember the bulbs to cost
$3-$5 apiece. I did this on my 90Q so but I have to imagine the large
body cars are similar.
