could we be confusing bypass valves with wastegates?

If this is old news steer me to where I can find the answer. The car is an

Just which connector is to read the duty cycle with a dwell or volt meter?
The
Bentley isn't clear.
I find a small two pin in white plastic conector that looks good to me.
Should I read with a dwell or go the volt meter method? The Bentley says to
adjust first with the screw in the TB, then if out of range go to the mixture
screw in the AF meter. Correct?
If somebody can steer me through this great.
As for th turbo bypass valves. Mine is HKS. The street model, none
adjustable,
and came with an alloy tube to splice into my IC tubes. Cost $85 from
Esslinger
Engineering.
That $400+ one must have been the uber cool racing version.
