	California emissions requirements may be tougher than
	that of other states', but that isn't the problem -- the
	CARB (California Automotive Repair Bureau) charges $350
	if you bring in a car first registered in another state,
	regardless of whether it passes the smog test.
	
	Modern cars in good condition have little trouble passing
	the test. If a car doesn't pass for some reason, you have
	to show that you've spent at least $450 trying to get it
	fixed. If it still doesn't pass, you get a one-year,
	non-renewable exemption.

	There is little difference between CA and non-CA cars, at
	least in recent years (except the sticker under the hood).
	The annoying thing is that they won't let the manufacturer
	retrofit the CA modifications to your car and waive the
	$350 -- they'd rather get the money and let you continue
	to pollute! Sounds hypocritical to me, unless I'm missing
	something.
