high cost high beams-& idle prob. fixed

On my 88 90 Q. sedan my high beams keep coming on  when I have my 
headlights on. It seems that the spring [?] inside the steering column 
is weak . Any way to fix it , the dealer wants 285. just for the parts.
Also about a month ago I posted a prob. with the idle and starting of 
same car.{car would only start sometimes with starting fluid and die at 
lights } well it turns out to a vacume leak. I fixed it and it runs 
great.
