It could be the fuel cutoff switch.  This switch cuts the fuel via the fuel
distributor on our models (not all Audi's though), so disconnecting this
regulator would solve that problem, but you also lose the lambda feedback
and cold enrichment.

To test this hypothesis, plug the fuel regulator plug back in, and
disconnect the idle switch/full throttle enrichment plug over by the
throttle body.  The idle switch is usually under the throtle body so it may
be hard to see (at least on mine).  See if you're ok then.

The switch cuts the fuel off when the throttle is fully closed (as sensed by
the switch) and the idle is above about 1200 and the engine is hot.  If the
switch is always closed (making contact) and stuck that way, you won't be
able to get the engine above 1200 RPM when hot.  Disconnect it, and you'll
lose the overrun fuel cutoff, but you don't have that anyway right now.  On
mine, the connector is for both the enrichment and idle cutoff.  Obviously,
for a race you want the enrichment, so if it _is_ the idle switch, you could
just snip the wire to the idle switch leaving the enrichment switch
connected.  An open circuit (cut wire) will be interpreted by the computer
as non-closed throttle, so it won't cut the fuel.
