   A couple of years ago, I saw ads in a trade journal for a slip-in plastic
   cone that alters the shape of the cone as you describe.  As I recall, the
   company's called TUV Engineering and is located somewhere in Maryland ...
   I'm not sure if the product ever reached the market, though.

Ah hell, just "build it up" with some layers of duct,er,racers tape . . .
