Yep, we ought to be seeing more boost. Things I need to check are the
turbo hoses (for leaks), leaks at the joints of hoses to intercooler
and such, vacuum leaks, and the bypass and wastegate frequency valves
(on the turbo output hose). I mention those, since I noticed on my
car that there was some oil in the turbo intake hose which comes from
the crankcase vent. Over the years/miles, I wonder if any of this has
ended up in those valves and makes them stick (kind of like the
problems with the idle stabilizer valves).
I don't think that having the wastegate spring become weaker is a big
problem; the wastegate frequency valve should apply enough
backpressure to the diaphragm to give the needed boost.
Or, maybe your boost pressure guage is *way* off...does it read 1.0
when the key is on but engine is not running?
