First off, the two settings:  One is the speed at which the volume
increase kicks in, the other is the amount of volume increase.  So
you've set it so that the volume increase kicks in late and loud.
Theoretically you should have it kick in early and loud for the most
noticable effect.

In my experience, no matter how you set it, there is no noticable
effect, so I just ignore the thing.
