Not exactly ... offset measurements don't take into account the width of the
rim flanges themselves, which can and do vary from wheel-to-wheel.  It's not
unusual to find the overall width of same-size wheels varies by +/- 1/4" (or
more!) from brand-to-brand or even model-to-model within a brand.  IMHO, the
ONLY way to guarantee any given wheel/tire combo will fit without rubbing is
to mount it on the car and see.  This is especially true if you're trying to
"push the envelope" and fit something that is significantly larger than what
originally came on the car, such as the 8x17s I recently installed on my '89
200q.  BTDT (and I have a pair of extra wheels with the wrong offset sitting
in my garage as proof!)
