As I understand it (info from doing a Cell-Phone Provider Film) Once the 
phone has been activated it will always be able to place a call with the 
Credit card or collect option even if you don't have a account with a 
cell provider.  Your going to pay about $2.50/min but you will always be 
able to place a call.  The phone number that you tried to call was 
probally the old number for that phone.
