on a technical level, it's easy to do.  but *please* check with your
cell fone provider if you are thinking of doing it yourself, or
are thinking of having an independent party do it.

it's a federal felony to do it here, the last time i enquired.  the cell
fone companies here have lobbied well for their profits and would not
hesitate to send the nasty feds after you.

they don't seem to care if you're doing something truly illegal like
reprogramming a stolen phone with a stolen ESN or simply being a
legitimate customer trying to expand his/her versatility in cell fone
service.
