Definitely the battery is not being charged and the system voltage is wayyyyy to
low. Either a dead alternator or output from voltage regulator is not getting to
system (open wire on the "goes out" or big wire). 

Obviously I would charge the battery, check for voltage on the large lead coming
out of the alternator. I expect it is at battery voltage. If not (14 volts or
so), you have an open wire/bad connection on the way to the rest of the system.

If battery voltage, I would check that the small wire (field power) has battery
voltage on it (I believe it will be dead with ignition off, battery voltage when
ignition on). If you have no voltage, jump a 12V wire from the battery jumper
terminal to the small alternator post and then it should make 14 v or so. Fix
the open circuit/high resistance connection on the field wire.

If you have voltage on both the "goes in" and the "goes out" (small and big
lead), then your alternator is toast. Probably a bad brush, regulator or diodes.
Bring to local automotive electric shop and they will fix it for $50 - $150
based on what you need. A complete rewind and all regulator components is about
$125-150. If you bring it to somebody else, the'll just bring it to them and
mark it up.
