Does the blower always come on if you are in heating
mode ? If it behaves the same, it may not be the relay.

If you have the original blower, you need a new blower. $120~ 
and about 4 to 6 hours of work.

Your brushes are worn out....

You might be able to get an extra few months of life by
opening the access hole on the brush end of the blower.
Use a screwdriver to force the complete brush-holder
assembly towards the commutator.
