   The tensioner is not the pump.  It is a separate pulley with an eccentric 
   nut on it that is turned to set the final belt tension after all of the 

On my car ('83 UrQ), the water pump is the tensioner. My mechanic told me
that you can pretty much configure it either way by parts-swapping. The
timing belt is different (length?) depending...
