Hope you are talking an engine swap and not a turbo bolt-on for Rich.
Turbo engines have lower compression heads (hence the "turbo lag" as
they have less HP than a standard engine before turbo kicks in). I have
"Turbo lag" is more properly a referent to the time it takes to get the
turbo to pressurize ("spin up"), and pretty much independent of the
original CR of the engine (although as a vaguely-general rule, a lower
CR permits a higher overall boost delta and ultimately yields a higher
total HP yield, albeit at a lower total system efficiency).
