Well it seems like it would be related to brakes or something acting on the
right front wheel at least.  Don't have any direct experience with this but
could it be a stuck brake or the ABS sensor out of whack?  Based on the work
that was done recently, especially the strut work, check the ABS sensor and
make sure it is properly seated.  While you're there, make sure a brake pad
isn't cocked sideways or something weird.

What happens when you apply the brakes: do the pulsations change, do you hear
any unusual noises (beside the moaning)?

If it was just the moaning, I'd say you needed an exorcism... ;-)>
