Sections in brake fluid reservoir?



     The brake fluid reservoir in my 84 4kq appears to be full when viewed 
     from either side, but when viewed from the front of the car, it 
     appears to have 4 internal sections.  The outer two, which are seen 
     from the sides, are full, but the inner two are nearly empty.  This 
     worries me.
     
     Anyone know anything about the internals of the reservoir?  Added 
     brake fluid does not immediately go into the rest of the reservoir, 
     but tends to just fill an area by the cap.  What needs to be done to 
     distribute the fluid evenly into the reservoir? The brakes still work 
     fine, but I've never noticed an uneven distribution of brake fluid in 
     the reservoir before in this car nor any other.  Ideas?
