Power Steering Pump Operation

I'm working on the PS pump, the rotor freely rotates by hand for most of a
complete rotation, than it gets more difficult for about 30 degrees of rotation
(same place every time) and then frees up again.

Is this normal? Or is this why one of the seals on the cap probably blew?
