 President Clinton has announced that he will sign the Jobs, Health and Welfare
Acts into law.  He is expected to sign the legislation the week of August 19,
1996.

Among many other items was this morsel:
"...Technical corrections to the Revenue Reconciliation Act of 1990, the
Revenue Reconciliation Act of 1993, and other recently enacted tax
legislation were adopted.  A provision inadvertently omitted from the
Taxpayer Bill of Rights 2 (P.L. 104-168), which increases the penalties
imposed on tax-exempt organizations that fail to allow public inspection of
annual returns and applications for recognition of tax-exempt status, was
added as a technical correction by the House and Senate conferees...."
