I just had the same experience with the Caprice! After having some problems
with the turn signals, I let the problem persist, until one day I'm driving
down the road, and a smell of smoke (not necessarily electrical smelling)
emanates from the steering column.
Then I see a stream of smoke directly upward from the steering column.
Immediately start taking emergency action (love the car) - start pulling off
to the side of the road on a three lane highway from the left hand lane, but
nobody wants to let me in...so, I just play with the signal switch, and it
stops! 

I *totally* agree with Joe's advice, and furthermore, I advise everyone to
carry a fire extinguisher (electrical and oil fire-fighting capability) with
them in the trunk for just these situations - it might just save the hunk of
metal you adore!! I have one in every car...expensive, but cheap insurance...

So I waited until my oil pan went (or got stripped by me!), and replaced
everying at once...
