	Just an extreme case of good old turbo lag, as I understand it.
	Takes a while for the turbine to accelerate, especially at low engine
 	speeds, when exhaust gas flow rate is low. Provided that the
	turbine rotor has a sufficiently moment of inertia (small turbo),
	this will  be a positive feedback process, and the torque developed
	by the engine will increase.

	I feel confident that I'll be corrected by the Wise Ones Of Coimbra
	if I have erred in my explanation :-)
