It is called Colorado!  THe emissions test is expensive, in an
inconvenient location and you have strangers sitting in you car racing
through the gears on a set of rollers.  It is actually quite fun watching
the Q's sway back and forth on the rollers when the guy driving doesn't
hold the wheel straight!  All in all, it is definitaly not worth the $25.
THey got pissed at me when I tried to take pictures of Carl J's car
driving on the rollers!
