Jeff, you read your deed before you bought, right?  It's to maintain
property values!  (Have you ever seen the movie "over the edge")  While I
find the govt. monitoring to be invasive, I prefer it to random chance and
bad luck deciding who gets tickets.  I would prefer either no one pays or
*all* violators pay. 

 The neighborhood thing of yours, while your deed stuff is ironclad &
foreseen, the homeowners assn's can be really fascistic sometimes...

See above, Bruce.  Mr. Nixon was an advocate of that philosophy (as were
messrs Reagan and North) and see where that got our ability to govern
ourselves!

considering the content of this thread (first I beat the test, then I
disable the emissions systems...) it's no wonder we decide to monitor the
street traffic for violators...  Sorry, if we're going to clean up the air,
lets do it.  The bus emissions you talk about are like most stinky diesel
fumes I believe - easily biodegradable and not smog or ozone producing like
our cars are.  That said, how do we deal with the real classics &/or junkers
- which people should have the right, grandfathered, to own and operate, but
which, as pointed out earlier, produce most of todays automotive emissions
problems... (like my 1973 droF F250 @ 8 mpg)

I think this thread needs to go elsewhere.... like some political bulletin
board, or worse (if I had a mac it would have the icon)
