Dave, your right, you don't have all you need to mount those.  I installed
these in my TQC in March.  You need the one piece mounting metal bracket for
each light (i.e. one per side).  The metal bracket is difficult to
describe... even when it was not attached to the lights I had to look at it
for awhile before I figured out what to do with them!  I don't remember the
part number for them, but I remember when I ordered them from Shokan, the
guy said, "Mounting into a US 4kq?  You'll need the bracket then."  They
included them at no cost (or if they charged me, it was included in the
total cost).  Good luck.

BTW, If you're using a '85-'87 4kq/4k grill, you will need to take about a
1/4" off the bottom of it to make it fit right in your '83 tqc.  But test
fit this first!  YMMV!
