Biodegradable? Perhaps. 
Particulate in nature to lodge in the lungs for a long time and highly carcinogenic - DEFINITELY!

ALL diesels should be required to have the exhaust exit into the passenger compartment so that the driver's/passengers' lungs can help clean that crap up!
